question that is a little bit off target here.

there is a minimum height for the stairs. so the height was probably correct when they had just the concrete floor. when you add the subfloor and tile, the bottom step on the stairs, loses the height requirement.

Am I over thinking this? if not…how do deal with making sure you are in code with that first step on the stairs going up?

THOSE CLIPS ARE STUPID THEY BROKE OFF POORLY AND I HAD TO USE A BOX CUTTER TO GET SOME OUT BECAUSE THEY STUCK OUT TO FAR. THE GRAY THINSET YOUR USING IS THE CHEAP STUFF AND WILL BLEED THROUGH ON LITER COLOR TILE WHICH YOU FORGOT TO MENTION.
